The numbers next to the bottle count in the inventory tray do jump about a bit because I was taking screenshots at different times, but the green circles are all there. You can also collect balloons and bottles in the streets and then trade them. Since I had to play through the game several times to be able to write it, I can assure you you can get 20 bottles in each of the 3 neighborhoods.
